Tuners can use a variety of tools to dyno tune a bike. One way is to flash the ECU with a new fuel map. That is similar to mailing your ECU to a shop to flash it. They may even use the same software to flash it. But the performance of your bike from mailing your ECU will never be as good as having your bike tuned on a dyno. It may even cost the same mailing vs. dyno. Definitely go with dyno tuning every time. Another way to tune is using a PCV, Bazzaz or other piggyback controller. Results will be basically the same as ECU flash. But again, downloaded tunes will never be as good as dyno tunes for PCV controllers.
I have experience in N. America ECUs so I can’t comment on difficulty flashing European ECUs. But I have more trust in a local shop tuning my bike on their dyno compared to a mail-in ECU flash or downloaded tune.

I consider a fuel controller (or remap) a good to have.
1.The engine is running a bit lean from factory to meet emission standards.
2.There is a noticeable power dip around 4-5000 RPM. It is more obvious on the 650R and less on the 650F.

Both PCV (with default map) and a flash(generic) will address the above. Adding a booster plug (+x% fuel everywhere) will only solve point 1.

A dyno tune will further refine the AF and make the most of PCV/remap. It is the preferred way if the price is good.

They say Euro5-ECU will flash a warning if it senses something tinkering with the air temp sensor.

Too bad about Booster Plug, that was very clever tech. Looks like they are not going to make BPs for 2021+ models.

From the BP website:
"But with the new emission restrictions that are enforced from 2021, it is a legal demand that all sensors are monitored, and the manufacturers are obliged to build monitoring systems into the ECU and make sure they flash a warning in the dashboard if any of the sensors are showing signs of being tweaked.

So the sad news is that a BoosterPlugs for the "2021 and newer" motorcycles will sooner or later flash a permanent warning in the dashboard - so the only reasonable solution is to accept that we can no longer launch the BoosterPlug for the newest bikes ;-("

Regarding the flashing of the ecu on euro5 a UK seller of dynojet products said the pv3 16 17 will not work on UK models, dynojet UK said it will and I am having a power vision 3 with a custom tune, hopefully will solve the shitty bit at 4 to 5k revs!

How did your PV3 turn out? Does it work on the '21 models?

I can feel the difference and the cooling fan comes on less frequently. I've not actually measured it with a thermometer though.
I just contacted the mechanic who probably has the most experience with motorcycle ECU in my area and he said the cooling effect from AFR optimization should be negligible. He did not recommend committing unless I wanted power boost.
I guess it all comes down to my own decision again.
