Easiest way to do that is with a set of risers off the yolk, cheap as chips and no need to strip bars down, just make sure your cables will reach the extra few inches.
If I were you I'd find a local Kwik Fit or the like and ask them how much would they charge to fit 2 tyres, that you will supply, onto your wheels, which you will remove from the bike. I'll bet they'll do it for £25 each wheel.
Then get onto ebay and find your own rubber at a much cheaper cost...
