Seems like a silly question but how can I tell if my bike is currently restricted?

Put it on a dyno.
Pull open the airbox and check for restricted air funnels.
Look for a restriction plate on the throttle itself (under the airbox).
I'm guessing Honda can tell you as restrictions should to be registered somewhere. It might be mentioned on the v5.
