As far as I am familiar with Honda I am pretty sure the new 650 engine alsready meets the requirements for the Euro 5 homologation so I´m not expecting any changes for 2020 except maybe a colorscheme.
So if you really like the CB in one of it´s current colors I don´t see a reason for you to wait until 2020 except a possible good deal on a 2019 leftover the dealer is trying to get rid off next year.

My guess is a reveal at the EICMA bike show in Milan this year, which according to Google takes place between the 5th and 10th of November this year. Will be quite some stuff this time around so maybe they split it up and realease some stuff earlier or later...

Euro 6d or 7 or whatever its called will start from early 2020. Also in other countries like India for example BSVI kicks in. There's a good chance the next iteration of cb650 will either get extra emissions equipment weight or lose some hp or both.

So buy one if you can now since you're in Thailand. Honda has stopped exporting the bikes as it makes necessary changes to 2020 models. I was offered the last matte black cbr650r of the 200 Honda imported here but I had to pass it up for an SUV. Also secretly hoping for a HRC tricolor model 650R next year.

Euro 5 for motorcycles will be starting in january 2020.
I don't think there will be a new 650R model for 2020. Not even colors. The 650F models ran in the same color scheme from 2014 - 2016 and from 2017 - 2018. Especially considering the delays in delivery of the current 650R bikes people are experiencing, I think it would be strange for Honda to release new color schemes in 2020. I wouldn't expect them before 2021 or possibly even 2022.

I also doubt there will be any difference in the 2020 versions. My matt charcoal black cbr650r will arrive by the end of january 2020 (I hope). I asked my dealer about the euro5 and he thought nothing would change for 2020 on these models. Also on my contract it says I will get a 2020 cbr650r matt charcoal black, so I would be very surprised if it were a different livery. But time will tell..

greetings!
