CB650R Coolant leak ( apparently)

No it isn‘t designed to to THIS during a long standstill.

There is a possibility that there could get some oil OR water out of that weep hole, but only if the gasket is damaged, so that the oil and water don’t mix.

If you read through the manual, both the owners and the service manual, Honda says it is. I hear what you are saying and agree it shouldn't if the seal is good but just know they indicate a drip or so is not abnormal.
